- Added PromoListQuerySerializer to validate query parameters.
- CompanyPromoListView: moved query parameter checking to PromoListQuerySerializer.
- CustomLimitOffsetPagination: removed unreachable max_limit check, dropped try/except in get_limit since serializer now guarantees numeric input.
